Every occupier of full age is obliged to register himself according to the Broadcasting fee treaty. It is enough, when only one person, who lives in the flat registers and pays the licence fee.
But asylum seekers do not have to register!
Institutions for asylum seekers are collective living quarters and the single rooms do not count as flat. For this reason, the residents of those institutions are not notifiable.
A registration is also not necessary, if asylum seekers are temporarily housed out of the collective living quarter.
With the last-mentioned group the communes registrate the addresses of the accommodations at ARD ZDF and Deutschlandradio fee service.
If this is not the case, the addresses can be informed via post or E-Mail.
